Board of Directors | Duties

The Board decides on the Bank’s monetary and financial policy implementation. It takes part in decisions affecting the monetary and foreign exchange markets; sets general policies related to economic regulations and to financial system growth; establishes the denominations and characteristics of bills and coins; authorizes the opening of new financial or foreign exchange institutions and revokes their authorization to operate, and establishes the rules for the Bank’s organization and management.

It also performs all other duties assigned to him by BCRA Charter Sections 14 and 15.

He holds undergraduate degrees in Economics and in Accounting from Universidad Nacional de La Plata, and a Ph.D. in Economic Research awarded by the Italian Republic in 1994 (Università di Pavia).

He served as Economic Research Deputy General Manager of the BCRA (2008-2016) and, before that, he had been Senior Manager of the same area. He was Vice Director of the Center for International Economy (CEI, in Spanish) of the Ministry of Foreign Affairs of Argentina (2002-2005) and worked as an expert consultant on financial and macroeconomic issues for different international institutions. He acted as a technical representative for the G20, the Financial Stability Board, the Bank for International Settlements and the Mercosur.

He is the Head Professor of International Finance at Universidad Nacional de La Plata, and International Monetary Economics of the master’s and Ph.D. in Economics programs at Universidad de Buenos Aires. He has taught at Università di Pavia and Università di Siena (Italy), Università di Bologna (Buenos Aires), École Normale Supérieure de Lyon and Université de Paris (France), Universidad Torcuato Di Tella (UTDT), Universidad del CEMA (UCEMA) and Instituto Tecnológico de Buenos Aires (ITBA). He is a researcher at the Argentine Scientific and Technical Research Council (CONICET) (currently on leave).

He has written more than fifty papers, eight chapters, and three books. He has also published the following books: Coordinación de políticas macroeconómicas en el Mercosur (Coordination of Macroeconomic Policies in the Mercosur); El dilema Mercosur (The Mercosur Dilemma); La política económica de la acumulación de reservas: nueva evidencia internacional (The Economic Policy of Reserves Accumulation: New International Evidence) and Precios de los commodities: factores estructurales, mercados financieros y dinámica no lineal (Prices of Commodities: Structural Factors, Financial Markets and Nonlinear Dynamics). He was the editor of Ensayos Económicos (Economic Essays) and of the series entitled Estudios del BCRA (BCRA Research) (2006-2016), and is part of the editorial committee of national and international journals. He was part of the jury in several academic competitions and postgraduate dissertations. For several years, he coordinated the “Dr. Raúl Prebisch” Economic Research Annual Award. His recent research work focuses on the theoretical and empirical implications of international financial integration for emerging economies. He has also focused on the relationship among inequality, financial deregulation, and macroeconomic dynamics.
