To direct and supervise the process of issuance and update of rules and manuals describing the activities of the different BCRA areas and the development of change proposals to the functional and organizational structure when required.

Diego Blua graduated as an electronic engineer from Universidad de Buenos Aires (UBA) and specialized in telecommunications at Universidad Nacional de Córdoba (UNC).
Diego Blua started his career as an intern at the National Telecommunications Commission (CNT). Then, he joined Telecom Personal, where he contributed to set up the mobile network, and held different positions in the technical and supervisory areas. In addition, he led projects and—finally—became manager with the highest operational responsibility in a number of locations: Northern Argentina, Greater Buenos Aires and the City of Buenos Aires. Afterwards, he worked as country-wide operations manager in Cable & Wireless Panamá for 5 years, where he upgraded and expanded its networks and computer centers, introduced new technologies, and performed activities of quality assurance and technical support.
He graduated as a professor of Electronic Engineering at Universidad Católica Argentina (UCA) and earned an MBA degree from Universidad Argentina de la Empresa (UADE).
