To lead and supervise the proposals for improvements to the National Payment System and control its operation; and to manage current accounts opened at the BCRA.
To lead the administration and settlement of payment systems in the BCRA's charge.
He holds an undergraduate degree in Economics from Universidad Católica Argentina (UCA) and a master’s degree in Economics from Universidad Torcuato Di Tella (UTDT).
Prior to taking up his current position at the BCRA, he served as Payment Systems Manager. He also served as Regulatory Issuance Manager, Head Analyst and Senior Analyst in the Regulatory Research and Planning Management Office, and Analyst in the Financial System Research Management Office–an area he joined in 2000. He also cooperated with the World Bank on evaluating credit information systems across Latin America and the Caribbean.
He currently serves as a BCRA’s representative in the Committee on Payments and Market Infrastructures (CPMI) of the Bank for International Settlements (BIS). He also served as a representative in the Research Task Force of the Policy Development Group under the Basel Committee on Banking Supervision at the BIS. Moreover, he has lectured in international events, such as the Policy implementation meeting on the final Basel III package and proportionality in banking regulation organized by the BIS and the Association of Supervisors of Banks of the Americas (ASBA); the Third Evaluation Workshop of the Western Hemisphere Credit and Loan Reporting Initiative organized by the Center for Latin American Monetary Studies (Centro de Estudios Monetarios Latinoamericanos, CEMLA) and the World Bank; and the Third Global Credit Reporting Conference: Public Policy & Innovative Solutions for Emerging Markets organized by the International Finance Corporation (IFC) of the World Bank.
In addition, he participated in seminars such as the Intensive Supervisory Training Program (Programa Intensivo de Capacitación a la Supervisión, PICS) and the Specialization Program in Finance (Programa de Especialización en Finanzas, PEF) organized by the BCRA. He was an Associate Professor in the master’s course in Applied Economics at UCA (Money, Credit and Banking, and Monetary Policy) and Assistant Professor of Monetary Economics and Macroeconomics in the undergraduate program of Economics at UCA.
He co-authored The Costs and Benefits of Bank Capital – A Review of the Literature (Journal of Risk and Financial Management), Peer Review of Canada. Review Report (Financial Stability Board) and Public Credit Registries as a Tool for Bank Regulation and Supervision (World Bank). He has authored Anatomía de los modelos de credit scoring (Anatomy of Credit Scoring Models) (Economic Essays 50, BCRA) and the technical document Modelling Extreme but Plausible Losses for Credit Risk.
